Not a bug. The only level 70 jewelry that the jeweler can craft are regular (rare) jewels. Hellfire jewelry are not considered level 70.

This is from an earlier Season. This Season 28, make sure your Blacksmith is Trained to Level 12 and you’re crafting Rare items that start with the prefix Sovereign.
