Tempering manual has a bugged dropp rate

Worldly Fortune has a bugged drop rate to either not drop at all or is EXTREMELY LOW.
I have been farming helltides for days and have not see this at all.

Even though I know it’s not the right forum, I had most luck with high level Tempering recipes in NMD’s and/or after like level 90.
