Checking meta builds for POJ and seeing that most (if not all) drop Vengeful Wind for other weapons. Why does the accumulated stacks and additional percentage of damage generated by VW not as useful as other alternatives?

i think they help to make ur monk move faster 
The wind deals almost no dmg, so vw buff on wind is useless. But if you have more stacks, wind deals more dmg. If you use other wpn (azure for xtra cold %, sunkeeper for 30% elite dmg, …) you get more dmg compared to using wind.
