I’ve recently bought Diablo Reaper of Souls installed and the game starts as Reapers of Souls … Yet I am stuck at level 60 and collecting Paragon levels . now i have 15 paragons
i am at Act 3 if this helps. .

Level 60 cap is the base Diablo 3 game (without RoS expansion).
So, I doubt that you have bought RoS. Or, you haven’t redeem the game code. Once you redeem the code, the cap will rise to 70, and you can create Crusader hero.
how to find the item code? i cannot find it zzzz

If you bought the physical copy of RoS, the authentication key (game key) should printed on a label sticked on the DVD envelope or a booklet.
If you bought the digital copy, the key is email to you(?) or granted to your account automatically after the payment is settled (may take few days if paid by credit card).
You may contact Account/Payment team through the ticket system.
