Stash isn't shared?

I haven’t played D3 in forever, and back then it was on PS. I recently started playing again only this time on PC. Did they do away with the shared stash? On PS the stash was shared between all characters on any given shared setting…except hardcore I think

Yes, the stash is shared within a given game mode. There are 4 game modes:

  1. Normal non-season
  2. Normal season
  3. Hardcore non-season
  4. Hardcore season

Stash isn’t shared between those modes, but any character within the same mode can share stash, gold, bloodshards, paragon points, and cube powers.

Cosmetic pets, wings, banners, and portrait frames are shared account-wide.

Most of them are per region. Except those that you somehow bought (like pet and wings for D4 preorder, for example).
