Do we know how rollover of SSF characters will work when S29 ends?
I would imagine SSF gets merged with the normal NS pool given that there is no SSF mode on NS.

We don’t know, as in there was no official announcement regarding rollover.
My assumption is that both Paragon and gear will rollover to regular non season of the same category (softcore/hardcore)
If the SSF Paragon and gear would rollover to a new separate SSF non season instance, it would discourage players to choose it, since it won’t add to their legacy journey
