I don’t see the directional arrows to change the selection of the various skills, it’s an interface error.

The Options is separate between regions… you can have Elective Mode enabled on Europe, but not on PTR. Is “Elective Mode” enabled on PTR ?

And as stated, VERIFY you have elective mode checked on the PTR. PTR uses default settings so the box by default will not be checked on the PTR version even if you have it enabled on the live version. They are different clients and settings are not shared between them.
Agreed. This is the wrong forum for PTR Bug Reports. But, this is not a bug.
Tip: I hate having to remember my Preferences on the Live server and try to set them up on the PTR server. So, I open my “D3Prefs.txt” file, “Select All”, “Copy” that. Then, I open my “D3PrefsPTR.txt” file, “Select All”, “Paste” the information and “Save” the “D3PrefsPTR.txt” file.
Now, my D3Prefs.txt file and my D3PrefsPTR.txt file have the exact same data in them.
Your D3 Preferences files are located in your Documents\Diablo III folder.

I don’t think Elective mode is stored in D3Prefs.txt. So, copying the pref file won’t do it.
Just go into the game and set the Elective mode in the Option as said in the game guide.

Changing the skills at your disposal can be done from your skills menu: simply choose the skills you’d like to use. Though you can swap your active skills instantly outside of combat, if you try to swap passive skills while you’re roaming the wilderness or crawling through a dank dungeon, they’ll be unavailable for a brief recharge time (a “cooldown” ).
Press ESC to open game menu, and follow the instruction above.

I thought all of the Options were saved in the Preferences files. Maybe it’s just Video, Audio and Cinematics. If not… then, my bad.
