following every step of advice given from in-game, youtube, and reddit it is impossible to spawn talons of skarn. attempted on all difficulties several times a day for half of season 2.

Not only is this not about Diablo III, it’s also not bugged.
I did this task in the Realm of Damnation just yesterday. You go to the area where there’s a laser that follows your hero and let it hit you repeatedly. After a few seconds, it will spawn five Talons. Kill them and repeat until you’ve got all 30 required for the Exploration task.
