So here it is. I completed season 21 chapter 1 to 4 on a seasonal character. during the progress i realized it showed the stone doggo pet from a think season 14. which at first i found odd. to finally realize when I finished the first 4 chapter of the current season (21) that it " gave me again" the same old pet but not the new one.
I was wondering if there was a way to fix that.
(did not find any topic on that)
also I did create and start a new character on season to “reset” as suggested by a GM (didn’t work). as it seems, they can’t fix it and suggested to report the bug here.
Can anyone please help?

EDIT: thanks everyone. Now I will go and try to learn how to read, since I’m a dumb dumb. Everyone took their time for explaining it. even GM didnt know how to “'fix” it, but you guys knew i was just a full-on retard at this point. sorry for wasting your time! see you in the game!

The new pet is earned by completing the entire journey.
There’s no bug, nothing to fix. Next time just read the season preview more carefully.

Beginning with Season 17, we began re-introducing previous Seasonal rewards to make them available to players who may have missed them the first time around. For Season 21, this means awards originally available from Season 9 are returning to the Season Journey.
That’s the portrait frame / rock pet, granted for completion of Chapter I, Chapter II, Chapter III and Chapter IV.
However, we know it’s nice to have something new to aim for if you’ve participated in previous Seasons. We’re continuing to provide new End of Journey rewards as introduced in Season 17, with two new cosmetic rewards for those who complete the entirety of the Season journey. Prove your worth in the Trial of Tempests to earn the Stupendous Contraption pet and the Industrial Portrait Frame.
That’s the new frame / mechanical test tube pet, granted for completion of the entire journey, i.e. Chapter I, Chapter II, Chapter III, Chapter IV, Slayer, Champion, Destroyer, Conqueror and Guardian
