So i did delete %localappdata% Blizzard Entertainment; and %localappdata% Bethesda,net Launcher\cache; directly with Shift+Delete then restarded my PC and it worked.
I also have all my folder with my User as the Admin and launching the Battle.net as Admin, dunno if make any difference
