I have completed full Season Journey in season 28. All objectives with in each category (Chapter 1 to Guardian) are done. However, I have not gotten the portrait frame or the pet.
Perhaps you mean Season 27 ? Season 28 is the PTR and there is currently no pet reward.
Assuming you mean Season 27, please double-check that you have completed the Guardian level… your journey will look like this:
If it doesn’t say "CONGRATULATIONS…The following has been added… ", then there is an objective that has yet to be met.
The portrait and pet are sent directly in your Collection (the mirror thingy or F1… depending on the number of pets/portraits you already have, they’re located somewhat in the midst of others… not at the end. Here are screenshots from my account:

The pet and Portrait frame are as shown in Boubou’s reply above.
Look carefully in your wardrobe. They may be hiding amongst the others.
