Got 3 souls instead of the 55 ashes I should have. This was immediately after I had just salvaged a different primal (got ashes as expected for that one).
Are you sure it was primal and not just ancient? Some of the amulets have red borders as part of their artwork. I’ve had a few I thought were primal until I read the title. It has to say, “Primal Ancient Necklace” or it’s not. The old salvage used to give 15 Forgotten Souls for a primal so if it was a primal and gave those instead of ashes I’d expect 15.
