These features were supposed to be part of the patch. They are not there in NS, which is where I mainly enjoy playing. We were told they would be, so therefor this is a BUG.

You are not the only one experiancing this BUG. I have the same issue. A friend of mine reported no Rites of sanctuary and visins of enmity as well. Blizzard, please fix.

Hey all,
The Altar and Visions are part of Seasonal mode only. They aren’t intended to be part of non Seasonal.
This can be found in the S30 PTR notes and secondarily on the twitter of a Bliz Community rep.
The ad that is displaying on the game launcher is incorrect.

From the patch notes. “Back by popular demand, the Rites of Sanctuary and Visions of Enmity Season themes have become a permanent fixture of Diablo III.” It does not say a permanent part if Diablo III seasons. Please fix this BUG.

“Permanent fixture” does not indicate where it will be implemented. Thus as it stands currently, it is not a bug.
As I stated above, in the PTR patch notes, it explicitly says Seasonal mode only (in the introduction paragraph).

What Blizzrd thinks is a bug and what the mayority of players know is a bug are 2 very diferent things apparently.

Regardless of who thinks what, a bug is something that’s not intended as part of normal function.
As the absence of the Altar is an intended design choice, it’s not a bug, no matter how people choose to rationalize it.

If they made an intentional design choice not to implement it for non-seasonal, why was the Altar active, on non-seasonal, on the Asia server? Why did they stealth change the patch notes to match what they released rather than fix the game to match the patch notes?
Mistake? Test? Something else? It doesn’t really matter. It was removed very quickly which speaks to Bliz’s intent about wanting it NS or not.
I can reverse the question by asking what about the other two, not one, but two regions that didn’t have it initially. That perspective makes the one region that had the altar look more like the aberration, not the intent.
In the convos you and I having here and in other threads, you seem to be focusing on whether or not it was intended to be in NS at some point in the past. And I’m with you on that point. Even I think it likely was.
However, that’s not my focus in many of the posts I’ve recently made. My focus has been addressing questions about why it is not in NS by pointing to the several situations where it is made obvious that Bliz doesn’t want it there, including the correction of mistakes, such as the brief appearance on Asia.
