Simply put, it’s been years since I’ve played. I have a wife, and I want to go through everything all over again alongside her. Is there a way to just reset everything? To have no achievements, no paragon levels, no stats, no rewards from previous seasons? If there is, where? If not, how in blazes do I get a hold of someone?
its season 38…. paragon and season journy have already been reset.
if you are talking about the main campaign ….. no there isnt a reset on those….. unless you make a new account

Seasons are possibly what you’d want without making a whole new account. Start fresh every few months. Enjoy a powerful theme.

Aside from playing a seasonal hero (some transmogs will carry over), you can play on a different region… depending where you are located.
I’m in Eastern Canada and can play on the EU region without too much lag… if you’re located near the Pacific… not sure what you’re connection is going to be like. You’d have to try it and see. On good days, I can even play on Asia with a 400 ms latency…

When I wanted something similar, I just played on the next closest region (EU in may case). There was a slight latency, but completely reasonable.
Seriously, apart from the good advice from Boubou and Leviathan, just start a season hero and have fun. Adventure mode (in season) has really changed a lot with the Altar of Rites and Visions of Enmity. There is a lot to catch up on.
Yes there is a reset!! It is call delete all your Characters. Everything will be gone.
Paragon, achievements, pets, wings, xmogs etc aren’t. Which is what the OP was looking to be rid of.
Wouldn’t changing regions help? Switch to Europe region and it’ll be reset.
If one is looking to strip away all achievements, gold and resources, either playing in a region they have never played in or starting a new account is the only option. Obviously there’s drawbacks (increased latency, or an extra cost and having the progress bound to a region that’s not optimal to play in).
If it’s just gold and resources that you want to get rid of, then seasons is the easiest way but there’s an ~3 month window that you need to do what you want before that character is moved to non-season (assuming you start playing when the season starts). Currently we’re about a month in this season IIRC.
Another thing for the OP to note, the game goes on sale quite frequently. Since you would be getting a second account to run through with the wife, you could probably get away with not even buying the Necro DLC for that account, especially if you do not plan to do any high end stuff.
