Actually, like, most of the time when new sets are introduced, they will be extremely weak, then they will buff it accordingly after a couple seasons. Think about archon set, it was dump and stupid for years until recently. I mean, it got nerf but still it way more decent compare to the past.
How about they shutdown PTR instead and fix the sets . No point further testing if its Broke AF and super underpowered

Well if season 19 is due for end November, they do have time for another round of PTR in a weeks time. The problem is, BlizzCon is in the same time, and they would rather players took time to watch that.
So post BlizzCon it would be doable, and then end PTR test around 10th of November, to have the season end the coming Friday.
It’s highly unlikely though.
