Remove proc rates

If something says “on hit”, it should do that every time you hit a mob. EVERY TIME. Get rid of the hidden cool downs, get rid of the proc rates, and let us combine items/ gems in interesting ways. Get rid of any and all hidden mechanics, like CC immunities.

He seems to mean proc coefficient, which differs depending skill. Take Rimeheart for example. It says 20% chance to proc, but that’s before taking proc coefficient into consideration. Skill with proc coefficient of 0.3, Rimeheart will proc 6% of the time with every hit to frozen target.

Proc coefficient is debatable, but

no. That just means you can perma stun mobs and RG. You probably said it with that in mind, but in balance perspective, that’s just dumb.

Procs is a good way to add dynamic combat, where whether a skill proc affects what you should do next.
And needed for balance between different abilities (single target vs AoE, slow vs. fast, cheap vs. expensive skills)

One thing that should change from D3 is you should be able to affect proc chances through gear. Luckily that actually seems to happen.

CC immuneties and/or resistances are also needed to prevent people from perma CCing enemies. Though immuneties should always be used carefully.

Could be nice if it sometimes used more clever mechanisms than just “if you stun the boss once you cant stun it again for 5 seconds”. Like, a boss with adds, if you stun the boss, maybe the adds would enrage and deal more damage. Or a boss would enrage itself if CCed too often.
But as a general system, you probably need to simply make sure that an enemy that was CCed recently, cant be CCed again for a little while.
