I am playing on an xbox console and was in Leoric’s Passage and there was a rainbow goblin on a ledge that can’t be accessed.

While this is true, I have also seen this bug on PC, so the bug is not exclusive to Consoles. In my case it was a normal goblin, and the loot was thrown toward me, and I was able to pick it up.
If it had been a Rainbow goblin, then the portal would probably have spawned on the ledge and would have been inaccessible. This also presents a problem for melee or pet classes which would probably not be able to kill the goblin.

I’ve had this with not the cow on ps4. Portal was actually obscured by the door. I can cross using teleport & blood rush, looks like your standing on the empty space. Then you walk up for drops & portals.
