Hi, I’ve got 8% damage, 948 STR and 6% IAS, and I want to roll CDR. Which one should I reroll?
I’m only 900P btw.

Is there a cap on AS? I got a max of 2.8 with the standard setup, so I cancelled the 10% you get from paragon and got 3.0. With the 1.77 as standard plus the max 75% from EF plus the 25% from WotB would give 3.87, unless it’s multiplative? Anyone know?
That’s probably a question for @Rage. But you should also state what build you are using. Some builds don’t benefit from attack speed so it wouldn’t matter.

Roll off the fear on hit 
Sort of. Sheet aps is capped at 5.0. But effects that work on specific skills can make you attack faster than this cap.
i.e. it’s possible to reach a 5 frame Frenzy, which is 12 attacks per second.
Regarding your weapon, at your current paragon it’s probably best to drop the 8%, as that really only gets you about +4% dmg. The IAS gets you a half frame, which gets you roughly 7% damage on average. And the STR will get you more than 4% damage as long as you are below about 20k STR.
