what time does the PTR come out ?
When they flick the switch just like all of the other PTRs.

Sometime this afternoon, Pacific time, same as all other PTR’s in the past. They have never announced an actual stat time (i.e. 5:17:32 p.m.) … Patience, Grasshopper.

Well, I heard some rumours around 3PM PST.
But I’d guess anytime from noon to 4PM PST is likely.
Hold on to yer hat! You can have a tea party in the meantime!
As others have mentioned, previous PTRs have been all over the place in terms of when it starts. Sometimes it’s the morning, sometimes it’s the evening, and sometimes it’s delayed.
You’ll know when it starts soon when you see the PTR start an update. At that point in time, it will probably be within an hour or two.
