Currently the ORotZ reduces the cooldown of skills when resource is spent. How about a change to make the cooldown happen when resource is spent or earned, so that it can be used for builder setups, such as the Barb’s new Frenzy set?

I think the challenge then is defining whether resource is earnt if one is at max resource.
I would be easier to make the ring reduce cooldown on attack at this point.
It is, the tick puts you over your cap, so sure you do not see a meter fill, but the event is still triggered.
It would make the necro to good to be true.
