How does a PS4 player play with a PC player in Diablo II Resurrected? Only PS4 players are on my friends list, so I can not invite this way. I also do not see a way to specifically enter criteria to find my friends game on PC. I was under the impression this is cross server / cross play.
There is no cross play. There is ‘cross progression’, so YOU can switch between pc/consoles and use your same characters, but no ‘cross play’, to play with anyone not on the same platform… in 2021.

Even Quake remastered has crossplay.
