If I reforge a primal item I have made using the new recipe with Primordial Ashes, will it remain a primal? Or will it go back to being a regular legendary?

It goes back to being a regular legendary.
You should actually salvage any bad upgraded primals, since they salvage into 55 Primordial Ashes too. This means the net cost of upgrading is actually only 45 ashes (unless it’s a keeper), you spend 100 and then get 55 back.
You just need to have a bunch of duplicates of whatever item you are upgrading so you can keep salvaging them instead of rerolling on the same one.

Yes this is what I would do. My Grand Vizier is actually pretty good but I’m stuck with Vit instead of +damage. It’s definitely usable and good just not the ultimate 
Technically, you could get lucky and get a primal again. But it’s somewhere around 0.3% chance
