The description of this item in game may probably mean it’s increasing the damage of Seismic Slam to slow and chilled enemies. But actually this damage increase is not limited to seismic slam. but to all skills. At least for Hammer of Ancients, which I have tested it. So it’s acting similarly like Band of the Trapped right now. Not sure if it is a bug or just my misunderstanding of the in-game description of the legendary power.
