I have played a necromancer on two different accounts, *made another to see if it would drop* they would not drop on my regular account at level 70 Torment IV but they dropped on the new account at level 70 Torment I. I have been doing bounties on both accounts, I am not sure why it is happening.
Plans (Blacksmith) and Designs (Jeweler) will drop regardless, with these exceptions:
- If they are Plans for higher-level Characters, then they may not drop until you get close to that Character Level and/or Game Difficulty. For example, Plans for Level 70 items won’t drop until you’re Level 70 and on Torment I or higher.
- There are 10 Designs that can drop: 5 Royal and 5 Flawless Royal. I believe you have to be Level 70 before they drop. There’s also the Design: Hellfire Ring and Design: Hellfire Amulet that you can purchase from Squirt in Act II for 5 mil Gold each.
- And, don’t forget, these Plans and Designs ONLY drop from Bounty Caches and Odious Collector Goblins.
If you’ve stopped doing Bounties, you need to get back to that… at least until you have all your Plans.
And, if you’re already doing all of that… nevermind.
Plan drops are pretty random. Not a bug.
I forgot to add that this has been the case since the beginning of the current season.
Are they important plans that keep you from progressing?
The one I am looking for has the death’s breath bonus, also hoping to upgrade my armor enough to raise the torment level I can use.
That’s the Sage’s Journey set. That’s odd. It should drop without problems from bounty caches.

Nope… not since Patch 2.6.6 in August 2019.
Since then, Haedrig the Blacksmith automatically learns how to craft this set when he reaches level 12… so the plan is no longer needed and it was removed.
@Moneypennie – ensure your blacksmith is level 12… if he is, the set should be available for crafting.
