If I adjust my build, I can get close to permanent vengeance (~34% CDR) without Leoric’s Crown. Cubing Leoric’s Crown will give me plenty to achieve it, but that means eliminating a cubed artifact that would benefit me all the time.
So my question is simply this: Aside from vengeance never going down, is there anything magical about hitting that 36.6% mark? Does it mean anything more than that my vengeance would be down for a couple of seconds? Because given that, I’d rather live without it for that short time and keep other things cubed.
The most common argument regarding 100% uptime on Vengeance is when using the Visage of Gunes (either worn or cubed). During those few seconds that the buff is down, you lose the 50% damage reduction (monsters will hit you twice as hard) which can be very risky in higher GRs.
That said, achieving 37% or more cooldown reduction is quite easy for a few DH builds:

If using Shadow Impale, you just need one roll of 8% on shoulders or gloves in addition to the diamond in your helm, paragon, and Gogok of Swiftness gem (once at 15 stacks).

If using UE Multishot, just the Captain Crimson set, diamond in your helm, and paragon will get you there. Additional CDR helps via the CC3 set bonus too.

For other DH builds, without using the Gogok or Captain Crimson set, you only need 3 pieces of gear with 7-8% CDR rolls (in addition to the helm diamond and paragon) to achieve permanent Vengeance.

why on why…dump leoric’s. Cube aquilas. Max out cdr in paragon. Roll cdr on shoulders (8%). Use gogok lgem. vengeance won’t be an issue…
