Since Balance in cube guarantees 100% crit chance do I need to stack CC on gear?

It is still useful but Crit Damage is definitely prioritized over Crit Chance.

It only guarantees against a single enemy. If you have 50% crit chance and 500% CD that’s effectively 250% more damage dealt overall. That’s a lot to lose if you drop crit chance
