Although Diablo III has entered long-term maintenance mode, Diablo III players expect some buffs at the appropriate time. I have some proposal, these small-scale changes will hardly take the Developer’s time.
1.Tal Rasha 6 set:
Attacks increase your damage by 1500%(previously 1000%) for 8 seconds. Arcane, Cold, Fire, and Lightning attacks each add one stack. At 4 stacks, each different elemental attack extends the duration by 2 seconds, up to a maximum of 8 seconds
My note:On the Non-Season Ladder, LoD Bazooka used the old version ETCHED SIGIL to achieve better results than Tal Rasha Set, even it becoming a push role in GR150 team. In order to balance, it is necessary to buff Tal Rasha 6-P set.
2.STORM CROW:
Lightning skills deal [15 - 20]% more damage.[20 - 40]% chance to cast a fiery ball when attacking. Magic Missile gains Split and Seeker Rune.
My note:This enhancement is very clever. We can experience the magic missile of the crucible effect in the non-season, and during the Crucible Season, this item is useless and players can choose other item.
3.SHAME OF DELSERE
Your Signature Spells attack 50% faster and restore 12 Arcane Power and deals [100-150]% more damage. (Wizard Only)
My note:Even in the Crucible Season, the Magic Missile is still relatively weak, and buff SHAME OF DELSERE is necessary
4.Holly Seeker 6P set:
Increase the damage of Blessed Hammer by 30000%(previously 15000%) and Falling Sword by 2000%(previously 1000%).
My wish is that Blizz comes to well deserved financial ruin for being irrational in their decision making, and putting their bottom line before the player. ![]()

As for the OP. The game is no longer in development. Please try to understand what that actually means. Enjoy what we have as long as you can.

For about last three Seasons they haven’t changed anything and did not update anything on Season themes. I don’t think they’ll budge for the foreseeable future after this. After a while you are bound to quit anyway.
Who cares about LoD bazooka and non-Season Etched Sigil outperforming Tal Rasha in non-Season? Tal Rasha is the top tier Wizard build in Seasons, thanks to CC immunity from Altar of Rites and Etched Sigil is nerfed for a reason. Yet, you justify buffing it because it’s “not that good” in non-Season? You gain immunity to elemental attacks with Tal Rasha to minimize risk at some encounters unlike LoD Bazooka as well.
Buffing it, would only widen the power gap between Tal Rasha and rest of the Wizard builds in Seasons. There’s no warrant for this. Think this thorough. How does your justification even work?
You can easily get 50% more damage, thus bigger AD%, if you equip Faithful Memory and toss Johanna’s in the Cube. The struggle would be getting enough life recovery here as you attack speed will suffer and since you’d be dropping Fervor passive, your CdR% will drop as well but that’s the draw back when you want more damage output.
In that case, that will force you to have better crowd control sustain for Hammer Jammers and invest on more AD%.
While it sounds great idea, it is just more calculations. Same thing can be said for Impale-Strafe combination of this upcoming Season; but when you introduce all of these to non-Season then Seasons will lose their allure slowly. Neither Seasons, nor non-Season are supposed to keep all players at all times. Some will be favored more by some and it’ll be okay. If you don’t play Seasons then it’s your own choice.
Storm Crow currently a substitute item for Stone of Jordan speedfarm builds. I think the fireball can trigger the according elemental meteor and immunity of Tal Rasha, just like Moonlight Ward, but will not trigger the damage buff. I think it also helps Elemental Exposure passive but damage stack will be lacking.
I have news for you: Blizzard doesn’t care about its users. If they really did, Diablo 3 wouldn’t be in maintenance mode. They would take risks by creating new content and listening to their community.
Think I’ll opt out of the 2 minutes of hate on Blizzard. Would like to see a page in the cube for a conversion formula to get more Forgotten Souls. Yes, I know they’re in maintenance mode.
But, I believe their wordage was “no significant content changes.” Pretty sure the original announcement included “may be future balance changes.”
