So, we know the leaderboards are not showing your own best runs. But looking at details of someone’s build is showing their paragon levels higher than the 800 cap. Is it being tracked the old way somewhere and just being capped at 800? If so, the leaderboard detail is showing that ‘hidden’ value.
You still get paragon levels after 800, you just can not assign more points.

It’s possible to grind higher than 800 paragon, so that the xp also carries over to non season and is not lost.
However you can only assign 800 points, everything else doesn’t grand power
