When I get the hellfire ring plans from squirt, (Seasonal character, season 18), there is only 1 offered, and it is the old one. This bug has been around for a few years now, and it gets fixed, but then pops up again. Can we get this fixed please?
I believe the RoS Design: Hellfire Ring is available only when you enter Torment I Difficulty.
If you’re not ready to “conquer” T1, you could temporarily switch to it, buy the Design from Squirt, teach it to Shen and then switch back to the Game Difficulty you were currently on. 
In addition, character level need to be 70 (or 61+ ???).
I am at level 67, and do not see it on Torment IV. I will see if it becomes available when I reach 70.

You need to be level 70, you have to be in a T1 or higher game. Not a bug.
Also, if you start the game below level 70, you need to start a new game once you reach level 70 in order to see the new plan.
I can see them now. I don’t remember having to wait before to get the plans, but then again I probably didn’t try to get them before I reached 70.
