No, it doesn’t stack. Its buff is multiplicative.

If you have 3 rings at 85% it would grant a buff of 255%. The rings add together.
According to Maxroll: “Does not stack with other Oculus Rings.”
According to Diablo Wiki: “Multiple overlapping zones do not stack.”

I’ve been using the maxroll calc for a long time. I distinctly recall adding multiple rings would increase the damage on the sheet there. So I was under the wrong impression because they didn’t update that.
It never stacked with others.
Adding a little wrinkle to these other answers:
As shown in the 2.4.0 patch notes that HK linked, Oculus was altered in that patch. Before that it was additive, and afterwards, multiplicative. They also took away its ability to stack multiple zones on top of each other.
But, I don’t know that any of those changes were applied retroactively to earlier versions of the item. I know for a fact that the damage% range was not upgraded on earlier versions. So it may be that it you could still stack the buffs from multiple legacy copies of Oculus. And, it may be that the game doesn’t recognize a “modern Oculus circle” and a “legacy Oculus circle” as being the same thing, in which case, perhaps those would stack today as well.
However, there’s really not much reason to do such a thing. 30-40% additive damage is worse than a lot of other things you could get from a ring, whether that’s damage (CoE/EW/F+R), toughness (BoM, Karini, etc) or utility (Zodiac).
Time to bring back the season of circles? Lol
One old mechanic that was commonly discussed in the community was to have two Zs with different occy values. An 85 and an 84, but sounds like those patch notes killed it.
