In the bounty of act V, “Kill Morghum the Beast”, the kills to complete the bounty are not summing.
This happend with me seasonal character “Aldebaran”.
It happend while in the Single Player mode, during the conclusion of my last mission of the bounties.
Only 4 kills were counted up.

Read the objectives carefully, and pay attention to your location.

If it’s in the Blood Marsh, it will spawn you in the Paths of the Drowned and you have to go find the entrance to the Blood Marsh.
Annoyingly, it will count some kills near the entrance to the Blood Marsh so you think you are in the right area, but really it was just the luck of the draw.
I posted a bug about this. They should be pointing you to the entrance, but they don’t.
The other bounty in Act V to worry about is anything that spawns in the Battlefields with a kill count requirement. The map has a peninsula called the Crag of ?Eternity? and if you wander into that offshoot of the map then it stops counting kills even though there is no clear border to it.

The border between Blood Marsh and Paths of the Drowned is not clearly defined. You have to pay attention to the upper right corner of your screen to tell which zone you are in.
For those Blood Marsh bounties, I don’t use the waypoint. I’ll take the path:
Act 5 Town 
Overgrown Ruin Blood Marsh
I don’t need to search the big Paths of the Drowned map.
Anyway, not a bug.

And speaking of the demon - I got this bounty first thing after logging in after answering this post.
Morghum did indeed spawn in the Paths of the Drowned, near the entrance to the Blood Marsh, but outside both doors between the two.
I did have about 4-5 kills registered before I entered the Blood Marsh - and that was after I got 303 kills in the Cursed Peat (just decided I wanted to see how my cobbled together TR monk could do on that event in T7 and was surprised to almost get enough to have qualified for Curses) so I definitely killed way more than 4 monsters in the Paths.
I tested the boundary and it seems to extends 20-30 yards outside of the walkway to/from the transition chamber between the two areas.
