So I have been playing the new season and I have yet to come across any Angelic Crucibles. Am level 70 and 50 paragon. I should have a least seen on by now. Also the Key Wardens in act 2 and act 4 are not dropping keys and I cant move forward on the altar
Bad luck is not a bug. Play more.
Keywardens are not guaranteed to drop keys at some low Torment levels.

Level 70 (50) is not very far along. And you didn’t mention what Game Difficulty you’re playing on. This shouldn’t matter in regards to the Crucibles, but I believe higher Game Difficulties will yield better chances.

Keywardens don’t even show on the Map until Torment I and have a 50% chance to drop a Machine. They only drop Machines at 100% on Torment IV (T4) with a 50% chance to drop a second one.
When you begin farming on Torment XVI (T16) I’m sure you’ll begin finding a “double pocketful” of both.
From what I have seen so far, Crucibles seem more likely to drop inside Visions.
They only start to drop at level 70.
