Do the boots amplify the free Meteor from Tal’s 2 pc bonus?
Yes. Those auto Meteors can benefit from Nilfur’s Boast, as well as from Grand Vizier. They also gain from blue +% Meteor damage affixes on your head gear, boots and offhand. This is why, prior to all the nerfs, Tal Channel Meteor Shower was a solid option. Not as flexible and powerful as LoD Channel Meteor Shower was, but still pretty decent.
On a side note, the same applies to the Firebird 2-piece set bonus - the Meteor that revives you is, in fact, a Molten Impact Meteor.

Spend bloodshards on boots at Kadala.
If you’re in a party with other Wizards, ask nicely if they’d drop a set of these for you if they get some they don’t need.
Assuming you don’t get the boots directly from Kadala, you will get some yellow, level 70 rare boots from her. Supplement these with more of the same crafted at the Blacksmith. Then use the Cube’s “Upgrade rare to legendary” recipe on the yellow boots. You’ll get some Nilfur’s eventually.
