Night's Veil is bugged on Console for the Scoundrel. No COOLDOWN at all. Blizzard please fix this before the season launches!

Night’s veil is activating every 4-5 seconds right now on console. Please fix this before season launch. If this isn’t fixed then scoundrel will be the only follower worth using.
