It’s the Yang’s inbuilt guaranteed RCR at 50%, and a random primary affix also being RCR at 10%.
That gives you…
50% reduction = 50% of 100% = 50%
10% reduction = 10% of 50% = 5%
Total reduction = 55%
If you take the bow to the Mystic, you could roll the primary affix of 10% RCR to something else.
