The survivability and damage is low, we all know this, but some of the fundamentals is also not working well. Here are my quick suggestions.
- Sweeping wind radius needs to last longer, at least twice as long
- Sweeping wind radius needs to be bigger, at least twice as big
- Tempest rush needs a damage modifier, but make it again 1 target or 1yrd radius, help with single elites/rift guardians and bosses
- Give the 4p bonus damage reduction

My suggestions about this set:
- add damage reduction as 4p bonus
- remove tempest rush needed for SW radius. While do we even need it in this set? Make set give increased radius to SW by default. Its not gamebreaking but will make this set a bit more special and adds some fun
- 6p bonus ‘every enemy within SW radius increases its damage by 5000%’ Then we maybe will have bazooka alternative

As the boards show, a substantial proportion of people (self-included), found it does more damage without Tempest Rush and has better spirit uptime. In fact it’s almost a better Cyclone Strike / Assimilation build sadly.
Your suggestions are fairly solid. I was hoping for a TR boost too to bring it up closer to the WoL builds, but it still needs a fair bit of work to validate including TR in it when it is a hungry spirit eater in its default form and without the damage to warrant keeping TR.

WoL has 4 seperate multipliers to it’s damage, 2.5x from Pinto’s, 2.5x from Tzo Krin’s, 3.5x from Kyoshiro’s Blade and 6.5x from Torch. TR has 4 multipliers also but it currently is less than WoL, 9x from Cesar’s (assuming they are procced), 7x from Balance, 1.25x from Mantle of Channeling and 1.25x from Hexing Pants. If they buff Hexing Pants to a 50%modifier while moving then TR is close to WoL in multipliers and TR gets more Crits from Balance so it may actually surpass WoL in raw damage (WoL still way outshines TR in AoE and Area Damage procs). When you factor in SWK set bonus of 196x compared to PoJ of 101x (if they were to just add TR into the 6 piece bonus) then the new set still comes up short of WoL builds of any fashion.
The new set needs a lot of work. I’d prefer if they scrap TR from the set and add CS to the damage buff of the 6 piece and change the movement speed in the 4 piece into damage reduction (5% for each stack of SW seems about right) since SW is a melee build. Sweeping Wind still needs a bit of support. It would be nice to have a 2nd weapon with 300% to 400% to SW to equip or cube. Then they can tweak the 6 piece bonus to a level that seems appropriate to compete with the other builds.
I really enjoyed playing the new set with generators proccing cyclones and CS pulling things into range to get punched and get hit by the cyclones. The cyclones need to do more damage though (no idea if they are getting all the buffs from the various bonuses). The damage buff on SW needs to be bigger if they keep it as the only damage dealer.

If they fix the proc issues with the sweeping wind with the new set, it will actually do quite well with just added damage reduction.
When I could get the Sweeping Wind damage to proc properly I was critting for 867 billion damage at paragon 653

The only thing you proc is the range/size of SW. The damage is static.
This is why a lot of people are ignoring TR on this set.

It most certainly has procs, and can proc critical hits itself. Each rune has its own proc requirements as well.
SW requires;
-a hit to proc 1 stack
-a critical strike to proc 3 stacks
Master of Wind procs a freeze effect with an internal cooldown of 2 seconds
Blade Storm has to be proc’d in order for its damage to increase with each stack
Fire Storm increases its size physically with each succesful proc
Inner Storm procs increased spirit regeneration with every stack
And the strongest rune is Cyclone which doesn’t spawn tornadoes properly at all with the new set on because it’s not procing like it’s suppose to.

Bind, blind, fear, bleed, stun, indirect aoe are all different ways to proc skills in game and each one effects other spells differently

If it’s a close range trash killer, like lazymancer for example, then it needs at least 50% DR on the set and more likely 75%. If you have to be close range to deal damage, it is hard to dodge attacks.
The 2 piece should have a 50% RCR effect for either a) everything or b) Tempest Rush
Damage needs to be 3-4 times higher, I’m not too fused where this comes from.
Finally, make Kiroshyro multiplier be extractable in the cube to allow for Crimson’s set.

I think this would be handy, give a few more options to the build. I had more fun with cyclone strike and generators than with tempest rush with the set, and I’m one of the few who likes to play with tempest rush.
I know all that. In fact, you can also wear a belt that gives you max stacks by doing nothing.
My point was, the damage you are seeing has nothing to do with TR or procs, unless you’re not wearing Kyo’s belt, but why wouldn’t you? You’re missing half your damage otherwise.
You don’t need TR for anything other than to proc the extended SW range the set bonus provides. The cyclones from SW, and even the stacks for that matter, can be procced by any ability (almost).
It does not increase the damage of your SW (beyond cyclone procs) whatsoever.
Each crit only has a chance to increase SW stacks, one at a time. Normal hits do nothing but refresh your current stacks.
The absolute only way to gain 3 stacks at once is if you crit, while Kyo’s belt gives you 2 at the same time.
