I’ve only tested it on my main account and an alt, both on level 1 characters, but for whatever reason rolling blood shards on Kadala as a necromancer seems to give everything but the necro’s bracers. I haven’t tested any other pieces of gear but after 6.5k shards I had 4x monk, 5x demon hunter, 3x wizard, 2x crusader, 4x witch doctor and 2x barbarian bracers with 0 necro bracers.
Necro bracers are all level 70 while other classes have bracers with lower minimum level which means those with lowest requirements get prioritized when character is a low level one. Below level 70 the smart loot system is a bit less restrictive so it’s much easier to get gear for the “wrong” class.
Working as intended.

There probably aren’t any necro bracers in her drop pool for level 1 characters.

The Grasps of Essence (Level 16) are the only Necromancer Gloves you can get from Kadala until you reach Level 47.
Note: Level 16 or lower items can be gambled by ANY Character.
Yeah, I remember gambling for boots on lvl 1 WD, I was always getting Monk Ally boots
