How does the DPS bonuses on these sets add up?
Are they multiplicatively to other existing bonuses like F&R, or Travellers, or Elements?

Yes. Multiplicative with other bonuses.
For Crimson, it takes your sheet CDR (and sheet RCR for defense).

Although d3planner agrees that both sets are multiplicative, sVr (a highly trusted source of information) states here that it’s additive (DIBS) (at least in PTR)

Yes it was changed.
Crimson originally increased your DIBS, therefore increasing your sheet damage on the PTR.
This is not the case on live. It takes your sheet CDR and uses that as a multiplicative damage modifier.
This is indicated by your sheet dps remaining the same, as is the case with all multiplicative damage bonuses.
