I had originally submitted this through a ticket but was told to post on this forum instead.
Recently I have been farming for the rainbow portrait frame which made me think to look at all the possible portrait frames you could get. Which lead me to look through my season rewards for diablo 3 to see which items I missed and I noticed that I had the season 3 pennant but didn’t have the corresponding season 3 portrait frame and I believe I should have that portrait frame in my collection. I remember getting both of them at the time and being excited because both the pennant and the portrait were very cool looking.
Everyone gets the pennant for Season 3… and it looks as if everyone gets the portrait as well. I never played Season 3 on Asia and, yet, I have both the pennant and the portrait in that region; see screenshot:
I’m not sure how to post a screenshot here but I double checked and snipped a screenshot of both the pennants box that shows I have the S3 pennant and the portrait frames box that shows the frames going directly from the base frame to the blood shards frame. =/

The first season I played was Season 10. I have the Season 3 pennant and portrait frame. This was because two of the seasons re-granted Season 3 rewards (can’t remember which ones, but I remember threads about this on the old version of the forums.
Just to re-iterate, the very first season I took part in was Season 10, i.e. I did not participate in Seasons 1 to 9, and I have both the Season 3 pennant and portrait frame. They were accidentally granted to people in the summer of 2017…
I remember taking part in discussions about this happening on the old D3 forums but, as those forums are now unavailable, I can’t link to them. However, there are contemporaneous discussions on Reddit about it…
If you diligently rack up new Achievements in Season 3, you’ll soon be rewarded with a Season-exclusive Pennant (unlocked after earning 100 Seasonal Achievement points) and a new Season-exclusive portrait frame (unlocked after earning 400 Seasonal Achievement points). These rewards are in addition to the final pieces of the Conqueror’s transmogrification set appearance which are only available to Seasonal players who level at least one Seasonal hero to level 70 in Season 3.
It’s not guaranteed that you would get both the portrait and the frame from season 3.
The frame unlocked at 100 achievement points, the portrait at 400. 100 achievement points in a season is trivial, 400 is pretty trivial too but would require you to have actually played a bit of the season beyond just hitting level 70.
Patch 2.3.0/season 4 was when the Season Journey was first added, so season 3 is a bit of a weird exception that worked differently for the cosmetics.
Season 3 was also the first season to switch from the full achievements list in Seasons 1 and 2 to a season-specific achievements list. Max achievement points in season 3 was 980. So 400 wasn’t that hard, but it was a decent chunk of them.
Yeah it wasn’t guaranteed but I took part in seasons 1 and 2 and remember being excited for season 3 specifically because of the rewards so I can’t imagine that I got 100 pts and called it good without going for 400 which wouldn’t have been super challenging.
I skipped seasons 7-11 and didn’t start regularly playing them again till season 12 so I know I didn’t get the season 3 pennant during 2017.
