I have stopped getting the recipes from bounties but still do not have the recipe for Reaper’s Wraps (needed for Altar).
This is NOT a bug!
The Plan: Reaper’s Wraps drops when you kill Malthael in Act V.
(I guess I should tell you now, that the Plan: Staff of Herding drops from Izual in Act IV).

I had the same problem, but I used Google first 
A side effect of visions is doing way fewer bounties and so it didn’t happen.
