There don’t seem to be any icons on the game screen that indicate the increased legendary drop rate or double blood shards. I also haven’t noticed a higher than normal legendary count during bounty or greater rift runs. Is everything working as intended, or is there a problem?
Shards rewards is miserable. I plowed through 2500 shards and got 5 legendary as frenzy barb. The Nephalem rift play at XVI was resulting in lots of loot.
You sure you’re playing the PTR? The drop rate increase is extremely noticeable

Absolutely! If this isn’t a universal issue, then I wonder what’s going on with my copy of the game?!
Both Season Theme and increased Item find is only for Seasonal PTR Chars ;(

Have you seen the goat vendor?
It was in response to the greatly increased drop rate comment, that running Nephalem rifts the drop rates are greatly increased but not from Kadala that’s all. I know very well about Djank Mi’em, who you call the goat vendor. I did that just for fun to find out what aspects of the PTR drop rate and experience was enhanced. 
This is my understanding too. They want to encourage Seasonal testing so the buff applies there only. You can buy the sets from the Goat Vendor though if all you want to do is set testing non-season. Just don’t expect the buffs on Non-Season.
Unless I’m rediculously lucky, the legendary and Blood Shard drop rates are increased in non-season too.
I feel 8/10 elites or chests drop a legendary.

They’re not. The 300% XP and 2000% Legendary Drop Rate buffs are only for seasonal heroes. There’s no community buff for non-seasonal heroes so their drop rates are the same as on live.
