Make sure you log in to correct region. You seem to have 11 characters on US region.

17) Help, My Characters are Missing
Make sure you are in the correct region where your characters are. In the launcher there is an option to choose what region you want to play in. Characters are only part of the region they are created in (A Europe Character will only be in the Europe region, not in the NA region).

Missing alternate characters of each class at level 70

Looking at your Armory Profile, you have no Characters on the Europe or Asia Regions. All your Characters seem to be on the Americas Region, as Kirottu stated.

Diablo III

Sometimes the Blizzard App (Launcher) will switch Regions on you. Make sure you have the correct Region selected before you click Play. (Also as Kirottu stated).
