Minimum cooldown reduction needed for permanent uptime on Vengence?

Can anybody tell me the CDR needed on my gear aside from Dawn so that I may have 100% uptime on my Vengeance? I believe I have a 62% CDR for Vengeance on my Dawn, so does that mean if i have 38% CDR collectively on my gear that it will mean 100% uptime?

with 90 x (100-63)/100 x (100-cc)/100 < 20
I find
=> cc > 100 - 2000/33.3 => cc > 40%

It’s 36.5 IIRC, but it’s better to have closer to 40 if you use FoK Bladed Armor for defense to keep that up all the time.

That’s with 65% Dawn. Lloyd is right on this, as OP said he has 62% Dawn.
