Merc Aura Changes Based on Difficulty

My Act 2 NM merc doesn’t have Holy Freeze aura when I switch to Hell difficulty (it displays the Defiance icon on merc inventory screen). This is in Single Player.

AFAIK, the aura that they have when they are hired is supposed to carry over to other difficulties, correct?
