Typically, the demon hordes are more powerful than the Angels, but they can’t stop fighting amongst themselves long enough to overthrow them.
If we’re talking about a head on battle, then Imperius may have the advantage and perhaps even score a victory against Mephisto. Otherwise, I would think Mephisto would have a better chance at victory.

Heavily depends what sort of fight, really. Martial prowess, Imperius likely stomps. Tactically, I see Imperius folding without much difficulty.
Some forgot that mephisto is the weakest of the 3 prime evil…
Only if we’re speaking strictly from brute strength and/or martial skill.
