Max Foreground FPS setting is not working currently

When I have the box below in the screenshot check my FPS is like halved for some reason: hxxps://imgur.com/a/4GGohnZ (it doesn’t limit the global FPS to 200 like it should)

As soon as I un-checked that box my FPS went sky rocketed: hxxps://imgur.com/a/j3dWZUQ

Maybe I don’t understand the word foreground in that settings menu.

Maybe the framelimiter in the menu is 60.

No, when you play in game then it doesn’t even come close to the FPS I get when I un-check the box.

I have the same issue with the in-game frame limiter. It used to work fine, then at some point it just suddenly started cutting my frame rates to about 30 if I had it set to 60. Setting it to some higher caps seemed to still work fine. I was never able to solve it. I just ended up applying a limiter from the Nvidia Control panel as a game-specific setting.
