Low level scaling is dysfunctional

I know, it’s not a bug, but I do consider it a major design issue.

Create a new seasonal character. Choose Expert.

Enter the first bounty (125 kills + boss).
Vision opens, die repeatedly. Abandon. => Characters require innate regeneration.

Achieve level 5 - 0 pieces of loot and 500 gold => 5 damage per hit, 100 hits per kill.
(Btw, the vision with 3 bosses, each boss requires 500 hits now.)

I have several proposals but I know that they’re automatically blocked, so I’ll keep them for myself.

ps. (to not bump) I don’t mind the difficulty of content, I simply desire that we get loot before xp / level up. The health / damage ratio is from open world. As is, our character is still naked at level 5-7.

Then why are you posting it in the Bug Report forum?

I would merrily suggest but I know as a fact (mainly: WoW) that when presenting one, Blizzard does something else, which usually ends up in complaints. There was a blue post many years ago that we should only present the problem, never a solution, they know best.

The design issue is that monster scaling is very high during the first few levels, and with the XP bonus, you level up almost instantly.

The player workaround is fishing for a bounty with a chest at level 1 0xp, and/or fish hard for chests while not killing anything, to acquire starting gear and keep the momentum.

My HC char is Hard but it’s boring as soon as a weapon drops.

Meaning the other player workaround is to keep flipping the difficulty level whenever a weapon or legendary drops. The third is to delete brain and just suffer boredom 1-70 with zero risk, involvement, skill and all else.

(At the one hour mark around level 8, I got a few items and now the character is fine and fun.)

Regardless of whether the design is good or not, if the game is working as designed then it is not bugged. The Bug Report forum is the wrong place to complain about design choices you don’t like.

Yes, that is the reason I never attempt a Vision with a HC hero until it has reached at least level 25, even on Normal.
Not a Bug and not a design flaw, either.
On the other hand, what they did to HC players with Echoing Nightmares is a shame and, alas, also not a Bug.
