So I’ve been looking for liquid Rainbow in the mysterious cave. I found the mysterious cave, inside was the mysterious chest but no liquid Rainbow in the chest. Everyone says when you open the mysterious chest it will be in there. So why wasn’t it for me?

The mysterious chest doesn’t ensure the drop of the Liquid
Liquid Rainbow does not exist on Console. Does it still for PC? If so, the ingredients for the Staff are much more useless than I imagined.

The Liquid Rainbow always drops from the Mysterious Chest. But, the Mysterious Chest does not always spawn.

Are you sure it was the Mysterious Chest and not a Resplendent Chest? (They look exactly the same).
I can’t see your Armory Profile on any Region. Are you playing on console? If so, you’re in the wrong forum.
But, since there is no Liquid Rainbow on console, this is not a bug.

So console has no ability to craft the Staff of Herding and get into Whimsyshire?
I’m really not sure. I found this post in the Console Discussion Forum:
I found links to YouTube videos about crafting the Staff of Herding on console, but the videos are from 8 years ago and no longer available. My guess is they (Blizzard) removed it from console. 
The Staff of Herding can be crafted on Console. It just has much reduced requirements…
- The Plan from Izual
- Wirt’s Bell from Squirt
- Black Mushroom from Cathedral
- Gibbering Gemstone from Chiltara
And, technically, one can find Leoric’s Shinbone but that is a bug and not needed for the Staff.
