I went to Amazon and searched for “gaming laptop”. At the left, you can filter to only 16GB RAM and max price of $800. Several decent ones there, including one from Acer for $799.99. They’re not beefy monsters but they should run D4 well.

Outside of the recommended ones, if I had to pick, it would be NVMe storage for faster load times. We don’t know if D4 is one of those slower-loading games yet or not and if it is, NVMe shines greater there.
Here is what I would filter your searches with:
16GB of memory minimum.
512GB of NVMe SSD storage or more.
Now, I’m usually preferring intel/nvidia based setups, so not the expert on AMD versions.
As for CPU, you are going to want 11th gen or newer. Stick with i5, or i7.
GPU, at a minimum look for 2050Ti, but if you can swing a laptop with a 30 series card instead of 20 series, that will be better.
Brands to recommend:
Acer (Nitro, Predator)
MSI (I have one from them currently)
Asus
Omen from HP (my dad has one of these, been great)
You can buy refurbished or new, and I would look at both Amazon and Newegg to start, eBay as a last resort.

144hz refresh rate screen
Has Windows 11, but you can install 10 if you want.
Though 11 might work better for gaming. I don’t mind it on my MSI laptop.
Not a bad value, AND you can upgrade it with more memory, and actually install a 2.5" additional SSD or HDD in it.
As an additional note, its pretty much identical in spec to my MSI when I bought it. I doubled my memory and upgraded both the NVMe drive to 1TB and added a 2TB SATA based SSD.
And mine runs D4 perfectly fine. Was able to test it during the closed beta.
Why do I need 11th Gen CPU ?
It’s just hyperlinks that it’s picky about. (The old forms didn’t allow them either.) But because these new forums automatically try to hyperlink anything that looks like a URL, it’s erroring when you try to submit.
To get around it, you just have to fool the forum into thinking it’s not a URL. The cleanest way is to use the Preformatted Text markdown on the URL. That’s the </> symbol on the toolbar.

If a laptop can run D3 … will it also be able to run D4 ?
Depends on if the laptop that plays D3 is playing on D3’s minimum requirements, which is a 20 year old processor.

Plenty of choices searching in Amazon under the criteria listed.
The important thing to note is that even with the recommended requirements, the performance is what can vary from machine to machine. Of course, when you’re on a budget, you’re likely not concerned with the most optimal… you just want to be able to play it, period.
Two reasons:
One, power consumption vs performance
Two, you get better CPU design for the price. I was seeing Gen 9 and 10 for the same price as 11, but you won’t get the same performance. Always jump as high as you can, as that extra cost actually saves you money down the road.
Keep in mind 13th gen is just rolling out and there is 12th as well. 11th gen is just as low as I recommend for the higher price point.
That said, a 10th gen i7 would be as good or slightly better than an 11th/12th gen i5.
The nuts and bolts of it, the number of cores and threads. More is better and Gen 11 and up have way more in this area vs their older namesakes. My Nitro was a 9th gen i5 and had 4 cores with 4 threads. My 11th gen MSI has an i5 with 6 cores and 12 threads. Huge difference.
Does it need to be a laptop? Desktops generally are the better bargain. Plus, you might look at the used market as well, since the system reqs aren’t that high.
