There are actually a total of 23 Legendary Gems counting the Red Soul Shard from The Darkening of Tristram Event. It sounds like you’re missing that one plus 2 of the regular ones.
If they are no longer dropping from the Greater Rift Guardian it means you already have them all. Double-check your Stash. You may have 2 pieces of Jewelry that have them in their Sockets and are just hard to see.

If the hero’s not been into The Vault yet, one of the gems they may be missing is the Boon of the Hoarder. GR Guardian’s won’t drop that until it first drops from Greed or (an actual bug) after the hero’s been into Not The Cow Level (which seems to flag it as available to be dropped, even if you’ve never been into The Vault).
